This looks almost like Victorian flower power Ginnie, as advocated by Rosseti and co.
Ginnie Hart: As Philine mentioned, very Jugendstil or art nouveau! Victoria would be proud, I'm sure.

Ginnie Hart: Neither can I, Chris, but that doesn't surprise me at all. If it's Jugendstil/art nouveau, as Philine suggests, it would be around 1890–1910.
