I'm assuming that the area is simply brushed and does not get one of those largest vehicle hover things to clean up? Well seen and its a sad reflection on the people littering the streets.
Ginnie Hart: Good question about the "hovering clean-up craft," Alan. My guess is this gets washed away by the rain and then quickly fills up again. (sigh)
